Currently there is no enforcement about this. The onus is on schemes to ensure that instructors are skilled enough through mentoring and IQA.
Also atm no minimum CPD required though 1/2 day recommended.
This all may change following the recent instructor training review -

No need for diagrams.
They either are riding in a position where they prevent drivers from overtaking in the lane they are using (primary) or where drivers have room to overtake so the allow them to overtake -Secondary . Simple

This is an ongoing issue. We did explore how to reduce theory and instructor talking times in the past and in regional workshops. We have issued some guidance on TABS website

General view was that that trainees eventually learn the principle of being in or out of the stream of traffic and at the start of training learning that riding a car door away from parked car is a good guidance as to where the primary position is. Another take is that a rider can allow or prevent overtaking depending on the circumstances. most agreed that mentioning meters/feet from the kerb isn't helpful

The first 3 pilots run in London Leeds and Exeter were well attended with great participation from attendees. Some great pest practice points were raised and shared. There was also some interesting ideas why there is a such a variety of takes on the National Standard.
