Not sure why you would not mandatory training. UKIP may not have called it Bikeability, but they mean this. If we had this as mandatory in the curriculm like swimming is currently, is that not a good thing??
The difference between training being on the school curriculum and mandatory training is that people should be able to ride without any training or fewer people will ride if the have to get training.
Now making it mandatory to get training before learning to drive, that i would support
